On 10 March 2026, Dr Al Pinkerton MP led a Westminster Hall debate on the impact of local government reorganisation across the South East.
The discussion highlighted concerns about the scale, financial sustainability and democratic accountability of the Government’s plans. In Surrey, the process was fast tracked after the cancellation of the May 2025 local elections, meaning councillors elected in 2021 will now remain in office until 2027 while overseeing major structural changes to local government.
He raised serious financial risks associated with the proposed West Surrey unitary authority, which could inherit around £4.5 billion in collective debt from six councils, including the well documented financial crises in Woking and Surrey Heath. Concerns were also raised about the size of the proposed authority, which would serve around 657,000 residents, far larger than most English unitary councils.
The Surrey Heath MP called on the Government to ensure any new authority begins on a financially sustainable footing, publish the modelling behind projected efficiency savings, and strengthen financial oversight to prevent similar borrowing risks in the future.
