In his Talk, "The Uncharted Value," Dr. Glenn P. Jenkins presents a framework for Integrated Investment Appraisal to reveal the true economic impact of global projects. He argues that a project’s total value is not found in financial profit alone, but in the sum of its tax impacts, environmental effects, and net benefits to consumers and labor. By analyzing the differences between cash flow and economic resource flow, he maps how investments—ranging from road improvements in Ghana to healthcare interventions in Peru—actually change lives. A primary example of this "uncharted value" is the digitization of tax administration in Canada, which is projected to save small businesses $11 billion over a decade. Ultimately, Jenkins demonstrates that when we properly map costs and benefits, we can ensure that 99% of savings reach those who need them most. President of Cambridge Resources international and Professor of Economics at Queen’s University, Canada. He is an Institute Fellow Emeritus of Harvard University, and the former President of the International Society for Benefit Cost Analysis. In 1985, he founded the Program on Investment Appraisal and Management at Harvard University, and was its Director from 1985 to 2000. Since 2000, he has been the Director of the Program on Investment Appraisal and Risk Analysis at Queen’s University, Canada. To date, these programs have equipped over 2000 professionals from 50 countries with the theoretical and practical skills of cost-benefit analysis.
