It's a cover-mega-version-mix! Much like 'Deep Heat '89', credited to Latino Rave, which hit a UK chart peak of #12 in the first week of 1990. RAVE was a one-off studio project by engineer/mixer/producer team Geoff Hunt, Paul Pink and Mark Sayfritz. They were all based at Battery Studios in London and Zomba/Jive Record's in-house production unit. Their only single edits together a selection of direct samples from dance covers, or new hits based around samples of old ones, from 1989-90. The vocals have however been re-recorded. It's a record that covers multiple other records that are themselves samples or covers, if you like.
The tracks megamixed here include (but are not limited to); 'Dub Be Good To Me' (Beats International), 'Back To Life' (Soul II Soul), 'Got To Have Your Love' (Mantronix), 'Another Day In Paradise' (Jam Tronik), 'Ghetto Heaven' (The Family Stand), 'Moments In Soul' (J.T. And The Big Family), 'The Power' (Snap), 'Wishing On A Star' (Fresh4) and 'Walk On By' (Sybil). Did I miss any? Let me know in the comments!
Released by Jive on 7" and 12" format, 'Soul On Soul' had no sleeve art. It came in a plain die-cut bag, with the barcode on the label itself. It was probably aimed more at DJs now I think about it. It appeared on CD once, on a compilation called 'And The Beat Goes On', released only in Taiwan (where this upload is taken from).
