The Mermaid Witch Oktavia is one of the biggest noob slayers in Exedra, though by the time of her Nightmare fight, most literate players are able to beat her without severe issues. Nonetheless, she is one of the only bosses outside of the endgame that people regularly report trouble with. The Tower version of Oktavia has an endgame power level, but the same mechanics as the Nightmare version, making this the definitive version of the fight, and a worthwhile challenge for my low-rarity crew.
This challenge was a fun change of pace from the agonizing slogs that were Nightmare Walpy and Needle Witch. Since Oktavia builds momentum with each turn out of break, a hyper-offense strategy is the best way to approach her, and it's nice to see you can even pull it off with low-rarities. Since the strategy is so radically different from our usual fare, it allowed me to use a bunch of characters I've never used before.
Himika is a near-canonical pick among low-rarities for her consistent burn, which prevents the boss from gaining speed stacks. Her skill and special (with A4) also inflict action delay, which is very useful for putting the breaks on Oktavia's rampaging buff stacking. Ayame's special has action delay (with A4), and removes the active defense buff Oktavia casts on herself, allowing us to break a turn earlier than usual, thus reducing the number of defense stacks accumulated. We have two debuffers here because debuffs wear off based on enemy turns, and since Oktavia's break lasts approximately three geological eras, they won't wear off anytime soon. Ayame is also fairly fast, and can contribute SP. Rika's flat speed buff on special is extremely useful, and her skill can provide a substantial buff to one character for a single turn, greatly amping our attacker's big hits. The only on-element 4-star attackers are Masara and Nanaka. Nanaka is superior if she crits, but mine is at low ascension, so the otherwise lackluster Masara was the clear choice. Her follow-ups only trigger after hitting an enemy with at least 200% break bonus, but since Oktavia has a massive bonus to start, this isn't an issue. Karin is the only on-element single-target breaker for this fight, so she was something of a shoe-in. Her low speed is normally problematic, but between Rika's speed buff (which disproportionately benefits her, due to being a flat bonus), and the MP boost from Rika's skill (Karin's special has action advance), she is actually serviceable.
I considered using Hazuki4, but she died to easily due to being off-element. Even Masara barely survived, so we needed to be careful with our picks for that reason as well. In terms of how much effort the challenge took, it required a bit more tinkering than Nightmare Birdcage, but was far less painful than the other three. Because runs were so short, it was probably less than an hour before the first clear. I first tried it shortly after tower restarted, but the video is only coming out now because I didn't actually record a run until later, due to working on the Kuro video. Maaaaaaaybe Tower Artist is on the table, but Tower Zenobia is an absolute no-go.
