Having a small waist comes down to 3 things:
-Genetic predispositions
-A tight, strong core that's not overly muscular/thick.
-Low body fat percentage
Training your abs doesn't make your stomach flatter or waist smaller. We can't spot reduce fat! That's all down to your diet.
You can however, build an hourglass shape by lifting weights. The only proven way to change your body composition is by building muscle, in particular in the glute, quad, shoulder and lat area and losing fat (if needed).
