Описание: The Salina City Manager and City Attorney illegally kept Open Records from the media and public. When City Commissioner Jon Blanchard released the documents to The Salina Journal, the city manager orchestrated a smear campaign, and with the help of three willing city commissioners, issued an ethics reprimand to the commissioner. However, in the end, the Kansas Attorney General concluded that all of the documents released to the Salina Journal should never have been withheld, a violation of the Kansas Open Records Act. Although Mr. Blanchard was vindicated by the Kansas AG and the law, the Salina City Commission has refused to withdraw the reprimand. The City of Salina has a long history and culture of corruption, secrecy, cover-up, and intimidation, this is only one example.
