On August 17th, 2025, I observed a red motorcycle on State Highway 5 north facing southbound at the stoplight of US Highway
62 in traffic. I turned around at the entrance of the Caseys gas station on State Highway 5. I got behind the red motorcycle that
did not have license plates. The white male had clear plastic glasses on with no shirt.

As the light turned green the red
motorcycle took a left turn onto US Highway 62 east traveling eastbound. The red motorcycle made a left turn into the Auto
Zone parking lot. I activated my emergency vehicle lights to make a traffic stop on the vehicle for no vehicle tags.

As we
entered the parking lot the red motorcycle did not pull into a parking space but parked alongside another vehicle in the travel
area of the parking lot. The driver did not seem to be stopping as he kept both feet on the ground and both hands on the
handlebars, still in a driving stance. The motorcycle was still running as I sat behind it. I exited my patrol vehicle, stood in the
doorway and announced to the male driver to turn off the motorcycle. The suspect driver stated he could not turn it off; it would
not restart. I advised at that time we would figure it out afterwards and for him to turn it off.

At that time the driver took off from the traffic stop through the Auto Zone parking lot. I got back into my patrol unit and called in
the vehicle pursuit at 7:19 PM. We exited the Auto Zone parking lot onto Morris Street. The red motorcycle ran the stop sign at
Morris and North Street taking a left turn. The red motorcycle accelerated at a high rate of speed, running the red light at North
Street and State Highway 201 north. The motorcycle then accelerated to speeds over 65 miles an hour on North Street. As we
were approaching State Highway 5 north- the vehicle entered the turn lane on North Street crossing the center line on North
Street as it approached the red light at the intersection of North Street and State Highway 5 north. The motorcycle did not yield
to make a right hand turn at the red light and began to travel northbound on State Highway 5. The motorcycle attempted to
make a U-turn on State Highway 5 losing control of his motorcycle at the low speed and sharp turn falling over on the right side.

As I pulled up to the motorcycle the driver was still attempting to upright the motorcycle it seemed to attempt to flee again. I
drove closer to the motorcycle, and he did not stop the attempt from up righting the motorcycle so I drove forward further at a
low speed and made light contact with the motorcycle making it where the suspect driver could not upright the motorcycle to
flee again. I exited my patrol vehicle to take the male in custody, and he stated his foot was pinned between my patrol unit
bumper and motorcycle. I backed up my patrol unit, got back out of the vehicle and took the suspect into custody. I advised
dispatch to call an ambulance to come check out the suspect and to get the next rotation wrecker at 7:20 pm.

The EMS personnel arrived on scene, looked at the suspect driver, which was identified as Matthew Sexton, which had a light
skin scuff to his ankle. EMS personnel advised that there was no swelling bruising or sign of any broken bone or trauma. The
suspect advised he wanted to be transported to BRMC. The suspect was transported to the ER to be checked out by an on
staff doctor where he was released with no injuries after reviewing x-rays. Mr. Sexton was transported to Baxter County jail on
the charges listed below. Mr. Sexton was given a bond of 15,000.

Mr. Sexton has a felony warrant for failure to appear out of Sebastian County for charges stemming from an Arkansas State
Police vehicle pursuit in 2014.
