7:08 it's actually still possible to do decrement repeater using delayed pair trick (https://t.me/tch1011/3325), but only in O(n). this question wants us to do it in O(1)
11:09 it turns out that this is actually necessary to perform decrement_repeater in O(1). since we are using applicative order, we need lazy evaluation to prevent the parameters from being evaluated (and resulting in O(n)). details here https://t.me/tch1011/3349
