The basis for this epsiode is that Wojo quits the force, on account of having to perform uniform duty, one week per month. This is due to a "study" called the Rand Report about financial wastefulness in the police.
Of course, this isn't immune from the gags, when the topic prompts discussions about how senior citizens (and aging) is dealt with, here in the U.S as compares to other countries and cultures.
