American state department cable which suggest strong links between Pakistan Spy agency ISI and Haqqani terror network. According one of the cables the ISI reportedly paid whopping Two hundred thousand US dollars to the dreaded Haqqani network for a suicide attack on CIA camp in Afghanistan in the year 2009.
