Pat Baker fought city hall... and won. After much legal wrangling and approval of permits, she was allowed to run the City of Norfolk's first push-cart hot dog stand. She was the first, but definitely not the last. Nowadays food trucks have become the go-to for mobile dining, but let's take a moment to remember Pat, who was the first to succeed, with her tasty hot dogs and her melodious song.
