Reception from Channel 11 (PAL frequency), NOT from satellite TV transmission!
It seems that this transmitter is located near the border between North and South Korea, and it relays KCTV's satellite TV transmission, NOT Pyongyang TV Tower's analog transmission(CH. 12). It's because in 15:18, this video shows 신호 없음[No Signal], meaning that CH.11's transmitter is connected to the satellite receiver.
Near the end of this video, you can see the abortion of its transmission seemingly due to their electric shortage.
