Former NATO Secretary General Jens Stoltenberg, now Norway’s Minister of Finance, delivered a rare mix of humor and hard truths at the Warsaw Security Forum during the Knight of Freedom Ceremony. Known globally for his measured tone as NATO’s longest-serving civilian leader, Stoltenberg surprised the audience with candid jokes, self-reflection, and a strong message on collective defense.
Referencing recent Russian drone incursions against NATO territory, he praised Poland and allied forces for their rapid response. Polish F-16s, Dutch F-35s, Italian AWACS, and German Patriot systems were all activated in defense, which Stoltenberg called a “clear demonstration of NATO’s collective defense in action.”
Shifting to his new role as Norway’s finance minister, Stoltenberg drew laughter when he joked about his career moving backwards: after a decade as Norway’s Prime Minister and ten years as NATO chief, he has now returned to the same ministerial post he held 29 years ago. “So soon, I will campaign to become the youth leader again,” he said with a smile.
But behind the humor, Stoltenberg pressed a serious message: defence requires resources. He highlighted that Norway now spends 3.3% of GDP on defense and has tripled its military support to Ukraine since his return to government. On a per capita basis, he said, few European countries contribute more.
He also acknowledged the dilemma of allocating resources between defense and social needs like health and education. Yet, he insisted, “the highest cost is to let Putin win. Therefore, we must take the cost. Pay the price for peace.”
Stoltenberg welcomed the growing commitment of NATO allies to Ukraine and collective defense, stressing that forums like Warsaw remain vital for forging common solutions. He closed by urging leaders to honor their commitments not just with words but with concrete actions: stronger NATO deterrence, sustained support for Ukraine, and the defense of democratic societies.
