Jagtar Singh Hawara is an Indian Sikh militant and a prominent member of the Babbar Khalsa International (BKI), a banned separatist organization advocating for an independent Sikh state, Khalistan. He was born on 16 May 1973 in Hawara village, Fatehgarh Sahib district, Punjab, India. His father passed away in 1991, and his mother's name is Narinder Kaur.
Role in Beant Singh Assassination
Hawara was convicted as a conspirator in the assassination of Beant Singh, the 12th Chief Minister of Punjab, who was killed in a suicide bombing on 31 August 1995. In 2007, he was sentenced to death, but this was later commuted to life imprisonment. He is currently serving his sentence in Delhi's Mandoli Jail.
Jailbreak and Legal Proceedings
In 2004, Hawara escaped from the high-security Burail Jail in Chandigarh by digging a 100-foot tunnel along with two other inmates. He was recaptured in 2005. Over the years, he has faced multiple legal cases; out of approximately 37 cases, he has been acquitted in 31 and convicted in six. He has completed sentences in five of these cases and continues to serve a life sentence for the Beant Singh assassination.
Religious and Political Significance
In November 2015, during a Sarbat Khalsa (a mass gathering of Sikhs), Hawara was declared the Jathedar (head) of the Akal Takht, the highest temporal seat of Sikh authority. However, this appointment is not recognized by the Shiromani Gurdwara Parbandhak Committee (SGPC), the official body managing Sikh shrines.
Recent Developments
As of May 2025, a Mohali district court has issued a production warrant against Hawara in connection with a 2005 explosives case registered at the Kharar police station. He was not produced for a scheduled hearing, prompting the court's action. Additionally, Hawara has petitioned the Supreme Court to transfer him from Delhi's Mandoli Jail to a prison in Punjab, citing personal reasons and his good conduct in jail. The Punjab government has opposed this plea, citing security concerns.
Hawara remains a controversial figure, viewed by some as a freedom fighter and by others as a terrorist. His actions and the legal proceedings surrounding him continue to evoke strong reactions across different sections of society.
