Why population alone cannot be the basic parameter for delimitation

Описание: Several non-BJP ruled states, especially in southern India are fiercely resisting Prime Minister Narendra Modi’s delimitation bill. The proposed use of the 2011 census as the base year has further strained the federal structure as several southern states fear losing political representation–and relevance–to its northern counterparts. Professor Sri Kumar Kannan, a Bengaluru-based Political Analyst and Researcher argues that existing proportions among southern states already indicate significant discrepancies. In a conversation with Deepika Amirapu and Sharan Poovanna, Professor Kannan says that there are limitations on how much southern states can push back the bill but adds that it is essential for the Modi-led centre to build a broad consensus if it intends to move forward with the implmentation of delimitation.
