On Thursday, 2/15/2024, at approximately 2:15 AM, I Cpl. Ben Ibarra #173, was patrolling on I-630E from John Barrow Road. I noticed 2 vehicles moving at a high rate of speed. I used my front same moving radar to see they were traveling at speeds more than 100mph. I attempted to catch up to them as they took the University exit and headed southbound on University Ave. As the vehicles took the exit, I was able to run both vehicle license plates. The first was a white Mercedes GLE (ANB79V ARLPN) and the second was a maroon Cadillac CT6 (CLAZWK AR LPN). The vehicles then began to take off again, running every red light as they traveled south on University Ave. I again used my front same moving radar to see they were traveling at speeds more than 100 mph again with the highest speed at 120 mph. In order to catch up, I had to activate my emergency lights and sirens while I was far behind. The vehicles turned westbound on Colonel Glenn Rd. After passing John Barrow Rd, both vehicles came to a stop. The operator of the Cadillac exited his vehicle, yelling that the driver of the Mercedes was his wife. I ordered him down on the ground and he complied, I was able to identify him as Edgerson, Rodney (9/22/1978 AR) through the vehicle RO return on the Mercedes and the photo of the ID return. The operator of the Mercedes partially exited her vehicle, was visibly intoxicated, agitated, yelled some profanities, re-entered her vehicle as I approached to attempt to detain her, and drove off towards Stagecoach Rd. I was able to identify her through the photo ID on the RO return as Reddick, Jetonga (2/14/1980 AR). I passed on the information of the Cadillac and Mr. Edgerson and attempted to catch up to the white Mercedes. The white Mercedes was able to turn off before I caught up to it and lost a wheel on the property of 1 Sunny Cir off Stagecoach Rd. The property owner called in the vehicle and stated the driver fled on foot. A short time later, another house down the road called and stated there was a female walking around his backyard. I drove around the road behind the houses and located Ms. Reddick walking on Greenwood Acres Blvd. I placed her under arrest and in the back seat of my vehicle. Ms.Reddick had an extreme odor of intoxicants coming from her person. Ms. Reddick continuously stated she was drunk, and she did not give a fuck about the damage she caused as she was rich and can pay for any charge I give her. I called for a wrecker then transported Ms. Reddick to the Pulaski County Detention Center. At the jail, I read Ms. Reddick the statement of rights form. Ms. Reddick initialed and signed indicating she would take the breath test I was requesting. Despite being coached on how to properly blow into the machine, Ms. Reddick blew a single quick breath with most of the air going around the test tube. I could feel the breath on my hand as I held the breath tube. After failing to provide good samples with the allotted attempts and time, I noted Ms. Reddick as a refusal. Ms. Reddick was then booked in and charged with the following

5-65-103: DWI
5-65-205: Refusal to Submit to Chemical Test
27-22-104: No Liability Insurance
27-50-302: Speeding more than 15 mph over
