Noun + である + 以上（は）

It is used to describe "because of a certain situation or position, it is necessary …". It expresses the speaker's strong will, sense of duty, and determination.

A 以上（は）B
A describes what has already happened, and B describes what to do in that situation by using words that express the speaker's determination, judgment, advice to the other party or prohibition.
"Aなのだから、当然B。 / Aなのだから、必ずB。"

約束した以上、ちゃんと守りなさい！
→約束したんだから、当然守りなさい！
