I bought this IR flood from the seller "fanteller" on ebay. It is supposed to be a 20W light but it draws less than 5W and seems to have some circuit design problems. It is also very lightly built and not very waterproof.
The item is named "JC Infrared Illuminator" and Heng appears to be the manufacturer. I suggest steering clear of all their stuff, I can't believe how bad this design is.
I ended up going with Univivi floods for my camera system. Their casings are twice as thick and fully waterproof. They actually work.
