If you are locked out of your apartment, you must call a locksmith (Schlüsseldienst). It would cost 50 to 150€ to open a door, depending on the the time and day. Locksmiths charge more at night and during the weekend.
To be on safe side ask the locksmith in advance the price on phone so you can have a fix price. Sometimes the the lock have to be. completely replacement if they are electronic lock and it may cost €200- €800. In case of electronics keys you need permission from the landlord to make duplicate keys.
Replacing your keys is cheap and easy and cost around 10-15 euro per key for a house. But if you loose a building key then it may cost you around €50-€80 per key
If you lost your keys for the house the house owner can ask you to pay the cost
I will suggest you to buy a private liability insurance (Haftpflichtversicherung) and it will come into role when the money you have to pay for the replacement is €1000 then they can cover it for you but if its just €100-€200 they may not cover it. It depend completely on the insurance contract.
