Описание: Fishermen are heavily regulated: there is a system in place to control their lives and work, which Carlos Rafael set out to break in New Bedford. That system exists for a reason: to protect the fish. In 1991 the Conservation Law Foundation sued to force the government to fulfill the Magnuson Act's requirement that it prevent overfishing, setting Carlos Rafael and the regulators on a collision course.
