USS Russell (DD-414) alongside USS Pennsylvania (BB-38) to refuel on August 4, 1943, while steaming in the North Pacific. On August 1, the two ships departed Navy Yard Puget Sound, Washington, with orders to proceed to Adak, Alaska. While en route, the two conducted gunnery and tactical exercises, and were joined by USS Ramsay (DM-16) on August 6. The three would arrive at Kuluk Bay, Adak, Alaska, on August 7, 1943. While in the Aleutians, Russell was tasked with patrol and escort duties, and Pennsylvania acted as the flagship for the Kiska Attack Force in Task Group 16.3 and cruised off Kiska.
