In 1997’s, The New Batman Adventures, which was a continuation of Batman The Animated Series, all the characters looked completely different. Every character got redesigned. Some re-designs were good and others were pretty bad.
However, one character stood out and that was the Scarecrow. Scarecrow, was much more terrifying than the previous design. In this one, Scarecrow has the appearance of a rotting corpse, with a disfigured face, and a noose around his neck.
Show creator Paul Dini explained their goal was to terrify audiences with this new look. He also stated that Leatherface from the Texas Chainsaw Massacre was an influence.
To top off the scary new design, Jeffrey Combs known for his work in horror films, voiced the character giving him a dark, eerie tone.
