Plans to redevelop the State Center complex in downtown Baltimore can finally proceed. The Maryland Board of Public Works agreed Wednesday to pay $58 million to settle a lawsuit filed by the developer in 2017 that came after former Gov. Larry Hogan announced the state would try to terminate the $1.5 billion project, citing concerns about a slow start and costs. The settlement money will come from the state's general fund to be made in two installments: $40 million to be distributed before Dec. 9 and the remaining $18 million to come no later than July 1, 2025.
