Regulation 27: Duplicate Aadhaar Numbers
According to the Aadhaar (Enrolment & Update) Regulations, 2016, Regulation 27 empowers UIDAI to cancel (omit) Aadhaar numbers when there are multiple Aadhaar numbers issued to the same individual.
Latest 2025 Amendment
The 2025 First Amendment clarifies that the earliest Aadhaar number, especially the one containing biometric data, will be retained, and all other duplicates will be omitted.
Reasons for Deactivation or Omission (Regulation 28)
Aadhaar may be deactivated (temporarily disabled) due to reasons like biometric mismatch, bogus data, or using existing photo instead of a fresh capture.
It may also be omitted (cancelled) if documentation is invalid or missing, or if biometric data is not updated upon reaching ages 5 or 15.
Scale of Deactivations
As of 2017, approximately 8.1 million Aadhaar numbers were deactivated under Regulations 27 and 28, including cases of duplicate issuance and missing biometric updates.
How to Check Aadhaar Status & Reactivate
You can check your Aadhaar status on the UIDAI website via “Verify Aadhaar Number.” A green tick means it’s active.
If it’s inactive, you must visit a nearby enrolment centre with proper documents, submit form for update, and pay a nominal fee (₹25). Biometrics will be updated and Aadhaar reactivated.
Enrolment Agency Accountability (Regulation 26)
If enrolment agencies violate regulations or display poor quality/enrollment practices, UIDAI may suspend or cancel their operations, withdraw their codes, or impose financial penalties
