This isn't really an issue any more.
There used to be servers that faked their playercounts with bots and made you watch ads before playing on them. Now that community servers aren't frequented by most players that's not a thing anymore.
Now there's bots that cheat at the game and ruin everyone's experience. If you see someone playing sniper and headshotting every single person that moves into their field of view, chances are they're a cheater. Just vote them off the server or go to a different one.
