Here is how I built a co2 powered pinewood derby car design that works for both BSA official rules race and a no-rules races by switching between a co2 booster and a weighted capsule.
The designed around this co2 tire inflator purchased on Amazon:

I also bought a pack of 30 additional 16 gram co2 cartridges from Ebay for about $1.25 a piece.
It uses the standard BSA pinewood derby kit for the main chassis which is optimized by running along the rail, riding on three wheels, 2-3 degrees of negative axle camber in the front and rear, and mirror polished axles and wheel bores.
The co2 booster is made from g10 Micarta fiberglass reinforced composite while the gravity capsule is made from the official bsa kit with lead added to the very back of the car for maximum potential energy.
Most of the components are painted, distressed, clear coated, and wet sanded to complete the theme of a rocket powered space craft.
The 16 gram co2 cartridge is activated inertially by a weighted arm that releases the valve when the back of the car is dropped from the retractable strand when the car begins to move.
