I understand this can be different based on where you live. Where I am, it's the job of the person merging on the freeway to adjust their speed to either get ahead or behind traffic. It's not the responsibility of those already on the freeway, to let those coming on the freeway, in. In general, who knows what people are going to do. When you're on a motorcycle ,who knows if they even see you. They might just be speeding down that on-ramp and they're going to just cut over into any open lane. So anytime you're riding by an on-ramp take a look! See if anyone's coming down that on-ramp and make a choice whether to speed up, slow down, or change lanes. Just put yourself in a position that keeps you the safest!
