Whether you're doing this with your own perennials (the ones that come back every year) or right out of the pot, this is a thing. You can also drive your shovel right into the ground with many plants. The key is technique and solid shoes.
When? Any time the ground's not frozen. They may look a bit worse for the wear for a while but they recover. If it's hot out and/or the plant is floppy, you can cut off the top half or so, which allows the plant to focus its energy on establishing itself and producing new growth.
