Global power no longer always arrives with soldiers, sanctions, or gunboats. Increasingly, it arrives disguised as a spreadsheet, a certification scheme, or a compliance checklist.
In the contemporary global political economy, rules have become weapons.
This is not a metaphor. Standards determine who can trade. Subsidies decide where industries locate. Regulations shape which firms survive and which never enter the market. And sustainability—once a moral aspiration—has become a governing language through which power is exercised, access is granted, and exclusion is justified.
This issue advances a deliberately unsettling claim:
The most decisive struggles of the green transition are not being fought over resources or technology, but over rules—who writes them, who enforces them, and who is disciplined by them.
The energy transition is not only a material transformation. It is a regulatory one. And regulatory power, unlike military power, rarely announces itself as domination. It calls itself best practice.
