STORYLINE:
Nepal's crown prince was high on alcohol and drugged with hashish when he grabbed a machine gun and killed his parents and seven others during a royal dinner, a government enquiry claimed on Thursday.
In the first official accusation against Prince Dipendra, the inquiry said the 29-year-old heir to the throne was solely responsible for the palace massacre on the night of June 1.
The report left doubts, however, on whether Dipendra shot and killed himself as claimed by witnesses.
Dipendra died three days after the massacre from gunshot wounds suffered during the shooting.
Investigators did not mention a motive for the killings, but said Dipendra called his girlfriend, Devyani Rana, three times before he walked into the billiard room of the Narayanhiti Palace dressed in military fatigues.
Rana, who was interviewed on the phone by Nepal's ambassador in India, said she had a close relationship with Dipendra.
The taped conversation was used as evidence by the panel.
Dipendra used an M-16 rifle and a 9 mm automatic submachine gun for the killings, the panel said.
The inquiry told reporters that the crown prince came to the dinner at the royal palace after drinking his favourite "Famous Grouse" whiskey.
Dipendra then asked an aide for cigarettes laced with hashish.
The aide told the panel that the crown prince had been smoking such cigarettes for a year.
Dipendra was taken to his room in an inebriated state by four relatives at the dinner when he made a call from his mobile phone to his girlfriend, Devyani Rana.
The investigation interviewed more than 100 people, including eyewitnesses, staff at the royal palace, firearms and forensic experts, medical doctors and legal advisers in their weeklong probe into the massacre.
Part of Dipendra's wardrobe were displayed in a steel cupboard.
