As I understand, the game currently checks for two things when deciding whether part placement is in range or out of range of your current base. First, it checks whether you're standing near (~200 u) an existing part. Next, it checks whether you're standing within 1000 u of the base computer.
Notice that whether I get the "base out of range" error depends upon where I'm standing, not where the part is being placed. You can lob the parts further out there, especially when using the build camera...
And about the build camera... It's confined to a sphere centered on the location of where the camera was when you entered build camera mode. When you exit build camera mode, the camera quickly snaps back to your character. However, this retreat happens at some velocity. So, if you exit build camera mode and immediately re-enter it, the camera doesn't move far from where it was, and the new boundary sphere gets re-centered on your camera.
And that means that you can push parts way, way outside of their normal bounds.
At this time in NMS history, we've recently been given Expedition 21: Remnant, introducing the flatbed for the colossus and industrial waste. I finally found a trash site that was reasonably close (2,800 u) to the recycling center, but the terrain on this planet is unnavigable, so I built a highway stretching between the two. About 2,000 u worth of it comes from placing the base computer nearly 1,000 u away from the trash heap, but the rest is from camera bumping.
Absolutely no guarantees that this sort of thing will be stable, but it will probably last for up to 16 minutes.
