00:38:54 John Meehan: A FCC-issued ground station license is required to transmit on aviation frequencies from the ground, and the FCC would issue those via FCC form 605C. The FCC is usually going to deny them, unless your COA or airspace authorization specifically requires you to transmit on the aviation radio frequency.
