The Education 2030 agenda commits countries to provide universal access to education up to Grade 12 by 2030. In India, the Government has committed to universalizing completion of secondary school by 2020. But whether this goal can be reached will depend upon several factors. Using large scale research data, this Strategic Debate will identify both bottlenecks and opportunities which are likely to affect the successful implementation of the country’s secondary education development programme.
