The Bangsamoro government is the fruit of the struggle that took 150,000 lives, tens of thousands of whom are Tausugs from Sulu, in order to address the injustice to integral development, injustice in political sovereignty and injustice in the identity.
The Bangsamoro Government through the block grant and Parliament aims to address these injustices. If Sulu is no longer part of the Bangsamoro, how will the affirmative action to address these historical injustices for Sulu be addressed?
Under the regular regions, Sulu will be given the same privileges as other provinces in the region. If it will have more projects, the same advantages must be given to other provinces in the same region. Yet, other regions can also demand the same special programs. Therefore, in a regular region, to get special programs, that program will have to be available to the other 81 Provinces.
Affirmative action for historical injustices to Sulu may be difficult, unless, Sulu, through another political settlement that usually comes from a revolutionary pressure, becomes a special region by itself.
