Avery believes that nothing crashes property prices faster than a violent gang war, so by igniting conflict between the Haitians and the Cubans, he plans to buy up valuable land at dirt-cheap prices.

The city’s drug trade takes center stage in “Supply & Demand.” Crime boss Ricardo Diaz wants to secure a massive narcotics shipment from a freelance smuggler who sells only to whoever reaches his yacht first. Tommy is sent in a high-speed boat race across Vice City’s waters, battling rival gangs—especially the Cubans—to reach the deal first and keep Diaz on top of the drug empire.

In “Autocide,” Tommy receives a mysterious payphone contract from Mr. Black, ordering him to eliminate a group of European professional criminals planning a major bank robbery. Disguised as workers, guards, and tourists, the six targets are scattered across the city. Tommy must hunt them all down within a strict time limit, executing a pre-emptive strike to prevent the heist and protect his employer’s interests.

Tommy’s connection to the Cuban gang begins unexpectedly after he kills a chef named Leo Teal and takes his cell phone. When Cuban leader Umberto Robina calls the phone, Tommy answers and informs him of Leo’s death. Intrigued, Umberto summons Tommy to Café Robina, where their first meeting turns into a tense test of masculinity, insults, and mutual respect.

To prove his worth, Tommy is given the Stunt Boat Challenge, a high-skill trial rather than a gunfight. He must race a speedboat through dangerous canals, ramps, and checkpoints under a tight time limit. Completing the challenge earns Tommy money—and more importantly—the respect of the Cuban gang, officially pulling him into Vice City’s escalating gang war
