If you intend to train your dog to attack and bite, you'll need somthing that can withstand the forces of the dog's bite.
A simple solution is to use plastic drain pipe. 10 or 12cm diameter and 3 to 6mm thickness is pretty good for making a sleeve durable enough for the dog to bite.
If you intend to use thinner wall pipe, you'll need multiple layers one over the other.

Cut a piece of the pipe to the length of your forearm and make two opposing holes near the end. You'll use these holes to install the handle inside the pipe.
First take a sleeve from an old piece of clothing and pass it through the pipe, so that a small part comes out from one end, and a longer part comes out the other end.
Then take a long screw and pass it through the holes, piercing the fabric inside. Before you pass the screw through the other hole, pass it through a small piece of PPR pipe to form the handle. Then you can pass it through the other hole and secure it in position with a washer and nut.

Take old pieces of clothing an roll them around the pipe to form a soft material for the dog to bite. Secure them in place with tape and then take the long piece of the sleeve and cover the outside of the pipe, so that the two ends meet up on the other side.
You can either saw the two fabrics together or tie them up to close the end. This will effectively make a durable dog bite sleeve that can withstand the animal's bites.
Alternatively you can use any other kind of material that is durable like leather.
