The Shepherding works of Jesus are in three fold: the Good Shepherd, the Great Shepherd and the Chief Shepherd. The works of Jesus on the cross that is His death is what fulfilled his assignment as the Good Shepherd. When Jesus died, he resurrected and this aspect of his resurrection from the dead fulfilled his role as the Great Shepherd. Jesus will appear again the second time on this earth; to give rewards to the overcomers, it is in his second appearing that he will be referred to as the Chief Shepherd. Because Jesus has already fulfilled the works of the cross, it is therefore spiritually wrong to currently refer to him as the Good Shepherd.
