In this short, we discuss the recent IDFC Bank fraud worth Rs 590 crore and the larger debate around whether such frauds indicate a failure of the RBI as a regulator. We analyze both sides of the argument from an exam perspective. On one hand, RBI is the regulator of the banking sector and supervision is one of its core functions, with multiple fraud detection mechanisms and regulatory frameworks already in place. On the other hand, banks themselves are responsible for implementing internal controls and compliance systems, and RBI cannot monitor every branch at all times. We conclude by understanding the practical limits of regulation and the role of governance, accountability, and human behavior.
