"They are not supposed to make this exchange for several reasons: first of all they encourage terror by giving it a prize by giving them whatever they demand. We're not allowed to encourage the terror or the terrorists. We have already experienced that it did encourage terror when we released murderers previously. Seventy percent of released murderers returned to terror. It shows us that we should never release murderers or terrorists."

STORYLINE:
Israeli officials on Tuesday released the names of prisoners to be freed in a swap with Lebanese Hezbollah guerrillas, after soldiers started exhuming the bodies of Lebanese fighters to be returned as part of the deal.
In the exchange, to take place on Thursday, Israel will turn over the bodies and release 436 prisoners in return for a captive Israeli businessman and three soldiers, captured along the border with Lebanon in 2000 and presumed dead.
Among those to be released will be 400 Palestinians, 35 from Arab countries and a German convicted of spying for Hezbollah.
The lists were posted on the Israeli prison service's Internet Web site.
The list of Lebanese included the two most prominent inmates to be freed, guerrilla leaders Mustafa Dirani and Sheik Abdel Karim Obeid, abducted from south Lebanon in 1994 and 1989 respectively.
Just days before his expected release Dirani testified at the Tel Aviv District Court in the lawsuit he filed against the State of Israel in March 2002 claiming nearly 1,3 million US dollars in damages for alleged torture and rape by Israeli interrogators.
Dirani and Obeid were kidnapped as bargaining chips for Ron Arad, an Israeli airman shot down over Lebanon in 1986.
Dirani held Arad in the first two years, and reportedly sold the airman to Iran in 1988, a claim he denied in court.
