I actually had to scale this to 40x it's size (136x160) without any anti-aliasing in Blender 2.79b to make it look presentable, without any sort of blurring like a Spline64 scale. It's the same thing with a VideoNow video, where any sort of scaling that's not a point/nearest-neighbor scale turns out to be a bit blurry. Blurring or not, point or Spline, the low resolution of the original file is going to make this look like a mess either way.
