The White Shy Guys will only appear in Story Mode, when at least one Yoshi has been captured by the Toadies. If you manage to complete the course with the White Shy Guy in your party, you can ask for his aid on the Yoshi select screen. If selected, he will bring back one of your captured Yoshis (except from the black and white Yoshis).
