Panel Chair:
Peter Van Valkenburgh is a former board member of the Zcash Foundation and Executive Director at Coin Center, the leading non-profit research and advocacy group focused on the public policy issues facing cryptocurrency technologies such as Bitcoin. He is a graduate of NYU Law, as well as a self-taught web developer. He drafts the Center’s public regulatory comments, and helps shape its research agenda. He has testified before Congress, briefed staff and members of the EU parliament, and educated policymakers and regulatory staff around the world on the subject of cryptocurrency regulation and decentralized computing systems. Paul Brigner is the Vice President of Strategic Alliances at the Electric Coin Co. (ECC). Mr. Brigner is renowned within the cryptocurrency policy community for spearheading the PGP* (Pretty Good Policy) initiative, including monthly roundtable meetings, special briefings, and podcasts. He also has a substantial history of engagement with Georgetown University, having managed cybersecurity and blockchain research centers and currently offering insights as an Adjunct Faculty member. With an early career spanning over a decade in software development, Mr. Brigner transitioned into policy, where he has since held high-ranking positions in notable organizations including Verizon, Internet Society, the Motion Picture Association of America, and the Chamber of Digital Commerce. A U.S. Army veteran with an educational background marked by a JD and MBA from Georgetown, Mr. Brigner combines technical proficiency with policy expertise, offering a rich perspective grounded in experience and academic excellence. Kurt Opsahl was the Associate General Counsel for Cybersecurity and Civil Liberties Policy for the Filecoin Foundation. Formerly, Opsahl was the Deputy Executive Director and General Counsel of the Electronic Frontier Foundation, and continues to work with EFF as a Special Counsel. He was a member of the CISA Cybersecurity Advisory Committee’s Technical Advisory Council, and he is currently a member of the Open Archive Advisory Board, the Zcash Community Advisory Panel, the Security Researchers Legal Defense Fund’s Board and the Financial Privacy Foundation Board.
