He said the government would increase funding for local authorities to help them meet the cost of accommodating asylum seekers to meet its obligations. But he added that allowing anything above basic needs would run the risk of Britain becoming a 'magnet' for millions of people seeking better economic prospects.

The shadow home secretary, Yvette Cooper, launched a blistering attack on the government's statement, describing it as an 'admission of failure'. Cooper told MPs: 'We need to end costly and inappropriate hotel use, but these plans don't do that.'
