OASIS+ Phase II Environmental Domain (SB & Unrestricted) — January 2026. This session covers the Environmental domain scope and the OASIS+ Phase II 50-point scorecard, including Qualifying Projects (QPs) selection, FEP scoring, systems/certifications, score optimization, substantiation (proposal preparation), compliance, pricing, partnering, and strategy notes.
What Is Covered
• OASIS+ Phase II snapshot: GSA multiple-award IDIQ GWAC, open ceiling, unlimited awards, 5-year base + 5-year option; Phase II is a rolling admission (started Jan 12, 2026).
• Environmental domain scope highlights: environmental consulting/engineering, monitoring (air/water/groundwater), remediation, hazardous materials planning/disposal, GIS/mapping/remote sensing, sustainability & decarbonization strategy/reporting, environmental emergency response, PFAS and emerging contaminants, and more.
• Eligibility & classification: Auto-relevant NAICS (541620, 562112, 562211, 562910 + exception) and Auto-relevant PSC groupings (AHxx, B5xx, F004/F011, F1xx, F999).
• Scoring system (Max 50): minimum qualification 36 (SB) / 42 (UNR)
o QPs: 43 (SB) / 42 (UNR)
o FEPs: 4 (SB & UNR)
o Systems/Clearances/Certifications: 3 (SB) / 4 (UNR)
• QP scoring subfactors: Relevance, Scale, Integrated Experience, Management & Staffing, Specialized Functional Experience, Past Performance
o QP relevance minimum annual value: $250K (SB) / $500K (UNR); FAR Part 37 services; OTAs allowed; no grants/co-ops for QP relevance; recency/6-month performance rules; PP must be above satisfactory on average.
o Scale thresholds: SB: ≥$500K or 3 FTE (first), ≥$1M or 5 FTE (second). UNR: ≥$2.5M or 12 FTE (first), ≥$10M or 50 FTE (second).
o Specialized functional experience examples: PFAS/PFOA/PCBs/VOCs/nuclear/radiological contamination work; HAZWOPER; CERCLA/RCRA; permitting/compliance; community relations/stakeholder engagement; regulatory development/implementation.
o Special case QP: 1 QP can be a collection of task orders (single-award IDIQ, federal prime) aggregated as one project.
• FEPs:
o Task orders under MA-IDIQ/BPA: up to 3 points (1 per competitive TO) with annual value threshold and timing rules.
o 3+ distinct federal agencies: 1 point based on the funding agency concept.
• Systems & certifications: Gov-approved business systems (expanded options for UNR) and certifications such as CMMI L2+, ISO 27001/9001/28001/22301 (points vary by track).
• Compliance & execution: build a checklist, run multiple compliance passes, and target 3–5 cushion points above the minimum.
• Pricing (JP-9): required; no points (acceptable/non-acceptable); ceiling-rate context.
• Partnering: JV/MPJV/prime-sub approaches; using partner contracts for QPs/FEPs; SB subs must be small under this domain.
