Welcome back, or just welcome to Sonic and the Moon Facility! This is a discontinued 2D Sonic fangame made by Team Stardrop.

While it technically being discontinued, this is a full game here. There are a few noticible unfinished things like some palletes not being done or a lack of enemies in spots, but these levels and character movesets (especially Amy) are super fun and definitely worth a try.
