In this high school civics lesson for 12th-graders, students follow the Clean Air Act case study to see the full policy cycle in action from agenda setting to policy formulation and adoption, through agency implementation and policy evaluation. Students will describe the policymaking process, identify key stakeholders and competing interests, and explain how agencies turn laws into real-world action through rules, programs, and enforcement.
