The trial for 16- and 17-year-olds in Townsville and four other regions started in May but experts have said it is too difficult to implement and needs an urgent review.
Townsville Police have made 277 juvenile arrests on 1,800 charges since the beginning of the year in an operation targeting property crime.
Since May, Queensland Magistrates have had the power to issue tracking devices to suitable teenagers.
