When recall fails

I've been working on Ozzys recall since day 1, it's now day 5 and I always aim to have them off lead by day 5, but today he let both me and himself down because his excitement got the better of him.
That doesn't mean he's a failure it just means he's not as ready as I had hoped.
The reason I'm thinking he will probably need E-collar training is because he wasn't exposed to the things he should have been from a young age before 16 weeks old.
(he lives on a farm) and so because he missed his important exposure period I suspect he will always find people and dogs worrying, unless of course his owners keep exposing him every day to them but that's what I'm doing and he's still reacting so there's a good chance he will always be a bit reactive, he's not as bad as he was when he came and it's only a suggestion to have him E-collar trained. but I do think because he's very assertive, by time he's socially mature at around 2 years old he will be a handful especially around other dogs.
I will of course keep trying the recall to see how he does tomorrow. I still have a few.more days to work on him.
