리얼서울의 기획 탐험 군산 '쉬파리사창가, 개복동 그곳의 흔적'을 찾아

"머리와 팔다리는 온데간데없는 살포대 크기의 시커먼 몸통만 줄줄이 바닥에 놓여있었어"

일제 강점기 일본식 기생 술집인 유곽이 활발히 번성했던 엣 군산역과 군산 구도심
일본 패망으로 일본이 남기고 떠난 군산의 유곽들은 한국전쟁 후 다시 미군의 차지가 되었다
시대가 흘러 그들 모두 떠난 뒤 남겨진 그 골목은 '일제가 심어놓고 정부의 방관'으로
고스란히 군산인들과 한국인의 거대한 '쉬파리사창가'가 되었다.

1980, 90년대 뉴스를 통해 심심치 않게 접 할 수 있었던 '인신매매' 뉴스
잡혀간 사람들 중 남성들은 어선과 염전등으로 팔려 나갔고, 여성들은 사창가에 팔렸다.
포주들은 그녀들의 탈출을 방지할 목적으로 그녀들을 감금한 채 감시하며 매춘을 강요했다.

2000년 9월 19일 일명 군산 '쉬파리골목(쉬파리창녀촌)의 대형화재로 여성 5명이 감금된 채 탈출하지 못해 불에 타 사망했다.
당시 인신매매, 매춘, 감금의 키워드로 한국은 발칵 뒤집어졌다. 하지만 쉬파리골목은 유유자적 영업을 이어갔다
그러나 2002년 1월 29일 쉬파리골목 근방 개복동 유흥주점 화재로 14명의 여성과 1명의 감시자가 감금된 철창 안에서 사망하는 사건이 또다시 발생했다.
이에 당시 미비했던 여성인권단체들의 여성인권투쟁이 시작되었다
그 후 정부는 사창가와 인신매매에 에 대한 대책을 세우기 시작했고
이 두 화재사건은 2004년 대한민국의 '성매매처벌법' 제정하는 결정적인 계기가 되었다
2002년 이후 유가족과 대책위는 6년간의 법정공방 끝에 2008년 국가·지자체의 책임을 일부 인정하는 판결을 이끌어냈다.

During the Japanese colonial period, Gunsan Station and Gunsan's old downtown area flourished with Japanese-style brothels,
The red-light districts left behind by Japan in Gunsan after its defeat became brothels districts for the U.S. military after the Korean War
As time passed and they all left, the alleys left behind, "planted by the Japanese and neglected by the government,"
became a massive "shipary brothel" for Gunsan residents and Koreans.

News of "human trafficking" were a common occurrence in the 1980s and 1990s.
Among kidnapped men were sold to fishing boats and salt farms, while the women were sold to brothels.
The pimps confined and monitored the women to prevent their escape, forcing them into prostitution

On September 19, 2000, a massive fire broke out in Gunsan's so-called "Shipari Alley" (Shipari brothels District). Five women were trapped and burned to death, unable to escape.

At the time, Korea was rocked by the keywords human trafficking, prostitution, and confinement. However, Shipari Alley continued its business without a hitch.
However, on January 29, 2002, another incident occurred: a fire at a brothels in Gaebong-dong, near Shipari Alley, killing 14 women and one guard in their cages again
This sparked a struggle for women's rights by women's rights groups, which were still relatively small at the time.
The government then began formulating measures to address brothels and human trafficking.
These two fire incidents became a crucial catalyst for the enactment of the "Prostitution Punishment Act" in South Korea in 2004. After that, all brothels across the country were shut down

After six years of legal battles, the bereaved families and the countermeasures committee won a ruling in 2008 partially acknowledging the national and local governments' responsibility.
Currently, there has been a shift in societal perception, leading to a more negative view of prostitution

Now, more than 20 years later, we look back on the incident and walk along the site.
