A five-star wanted level in GTA 5 means the player is being hunted by all available law enforcement, including the heavily armed NOOSE tactical teams and multiple police helicopters. Unlike lower levels, the police use aggressive tactics like setting up numerous roadblocks, firing on the player's vehicle to disable it, and deploying swarms of officers to stop the player. This is the highest level, replacing the traditional six-star level from previous games.
